Weekly Homebrew: Player run town WIP

A friend of mine is working on a system for a player run town. I think it is an awesome idea and would love to try something like this out in my game. I ran a short lived epic game using something like this, but I never really detailed it much. Anyway You can find it here, I hope you enjoy it as much as I do.
